PROXI, revealed that in Region XI 496 cases were reported in 2005; more than 500 cases in 2006 and more than 5o% increase in 2007 (more than 1000 cases). This is only an indication that R.A. 9324 is not the right answers for these children in conflict with the law. Minors are spoiled! Drug lords use minors for pushing drugs because they are confident enough that this child won't be imprisoned. In my understanding, there is no law that can cease this
dilemma nor spoiling them. IT HAS SOMETHING TO DO WITH THE WEAK PROGRAM OF THE GOVERNMENT IN FEEDING OUR CHILDREN ON THE STREETS. Hunger prompt them to do bad thing! (Facts gathered during my
